This is a device developed recently. it is used to subdue criminals and suicide bombers. it is rumored that it was developed by the Israili Mossad as a method of attempting to subdue suicide bombers before they can detonate. The device consists of a handheld cannon propulsion device that is powered by compressed gas. As the net is fired, it's own inertia and momentum against the air causes it to unfold like a parachute. The spheres on the edges are weights designed to provide said inertia and momentum. As the net wraps around the suspect, the weights prevent him/her from escaping. The net is constructed of some composite of anti-balistic material such as Lexan, and / or Kevlar. This device is used in Totalitarian countries and Fascist states such as Singapore to aprehend fleeing criminals.
